University of Applied Sciences in Criminal Investigation and Public Security Development Strategy for the 2024-2029 Period
 
The University of Applied Sciences in Criminal Investigation and Public Security Development Strategy for the 2024-2029 Period (Class: 602-01/24-01/230, Ref. No.: 511-01-121-24-1) was adopted by the Ministry of the Interior Committee for the University of Applied Sciences on 1 August 2024, pursuant to Article 11 of the University of Applied Sciences Statute (Class: 602-01/23-01/80, Ref. No.: 511-01-121-23-2 of 19 April 2023).

University of Applied Sciences Development Strategy was adopted on the basis of the Proposal of the University of Applied Sciences Council (the Proposal of the Development Strategy having been adopted at the session of the University of Applied Sciences Council held on 5 July 2024), in accordance with Article 19 of the University of Applied Sciences Statute.

The University of Applied Sciences Development Strategy for the period from 2024 to 2029, has essentially been drafted in accordance with the SWOT concept, and contains the key strategic guidelines for the development of the University of Applied Sciences during the specified strategic period, together with the corresponding action plan.
 
Vision of the University of Applied Sciences

The vision of the University of Applied Sciences in Criminal Investigation and Public Security is to become the leading higher education institution in the Republic of Croatia in the interdisciplinary scientific field of security and defence sciences, recognised for Criminal Investigation as its unique and traditional value, that is, as its exclusive field of study and research.
 
Mission of the University of Applied Sciences
 
The mission of the University of Applied Sciences in Criminal Investigation and Public Security is to provide high-quality and modern higher education in the fields of criminal investigation and public security within a stimulating intellectual environment that promotes scientific research, professional work, and lifelong learning and professional development.

Branding criminal investigation through identity determinants and university-level study programmes.
Establishing a multi-programme study concept instead of a single-programme model.
Institutional transformation and organisational emancipation of the University of Applied Sciences.
 
Strategic Objectives (Priorities)
 
The general objective of the University of Applied Sciences in Criminal Investigation and Public Security is the high-quality delivery of study programmes that meet all the requirements and challenges of higher police education and labour market needs, grounded in recent scientific achievements in the fields of criminal investigation and public security, as well as in best practices generated through internal institutional knowledge and experience, inter-institutional cooperation, and international interaction and mobility.
 
Strategic Areas

1. Study Programmes


Improvement of existing study programmes, introduction of new study programmes, establishment of a joint university study programme, and the development and formalisation of identity determinants of “criminal investigation,” “public security,” and “civil protection.”

2. Institutional Status

Improvement of the organisational position of the University of Applied Sciences in Criminal Investigation and Public Security and transformation of its organisational form.
 
3. Teaching Activities

Improvement of the human resource and technical aspects of teaching as the core activity of the University of Applied Sciences in Criminal Investigation and Public Security.
 
4. Scientific Activity

Design and implementation of a strategic research programme, development of cooperation and scientific activities through partnerships, projects, and conferences at the University of Applied Sciences in Criminal Investigation and Public Security.

5. Quality Assurance System

Improvement of the quality assurance system through the perspective of conducted audit and re-accreditation procedures, with a focus on internal documents, business processes, students, and infrastructure.

6. International Cooperation and Mobility

Enhancement of international cooperation through activities and partnerships with foreign higher education institutions, and intensification of the international mobility of students and academic staff.

7. Human Resources

Ensuring the professional development of human resources, including academic staff, improvement of the recruitment system, and strengthening the capacities of administrative staff.
